The logical framework, in one sentence
The logical framework is a matrix that links, across four levels, a project's objectives to its results and its activities, each one carrying indicators, sources of verification and assumptions (the external risks that could stop the logic from working). It is the central tool of Project Cycle Management in the humanitarian and development sector, required by almost every donor (ECHO, USAID/BHA, the European Union, United Nations agencies).

A concrete example
For a cash distribution project on food security:
- Overall objective: contribute to reducing food insecurity in the area.
- Specific objective: targeted households cover their essential food needs for 3 months.
- Result: 2,000 vulnerable households receive a monthly cash transfer.
- Activity: identification, registration and cash distribution through a mobile money operator.
The result indicator could be "number of households having received all 3 transfers", verified by the distribution reports, while the specific objective indicator would be "% of households with an acceptable food consumption score", verified by a PDM survey.
Logical framework vs theory of change
The theory of change explains the reasoning: why and how you believe the activities will lead to the change you are after, spelling out the causal assumptions at each step, often as a diagram or a narrative. The logical framework is the operational translation of that reasoning into a structured matrix, with indicators and sources of verification ready to be tracked.
In practice: you build the theory of change first (the "why"), then formalise it into a logical framework (the "how we measure it").
How to build one
- Start from the problem to solve and the change you are after (the specific objective).
- Identify the results needed to get there, no more than 3 or 4, so it stays readable.
- List the activities that produce each result.
- Write one SMART indicator per row (Specific, Measurable, Achievable, Relevant, Time bound).
- Identify a realistic source of verification for each indicator. If there is none, the indicator is unusable.
- List the assumptions: the external factors that must stay true for the logic to hold.
Common mistakes
- Confusing a result with a specific objective: a result is what the project controls; the specific objective also depends on beneficiaries and on context.
- Indicators you cannot measure: an indicator with no realistic source of verification is useless in monitoring.
- Neglected assumptions: they are often the most useful part for anticipating risk, not a formality.
- Too many levels of results: an overloaded logical framework becomes unreadable and impossible to track in the field.
